Hello Ms. Tarlecky,

My name is Vernon Balmer Jr. We have spoken a few times. I am the guy you met from Philadelphia.

I resided at that Y in room 211 for the past 6 years. I have been told at the post office that the YMCA has to change my address because it ts not considered a residence. I have included the policy below.

Please have someone submit this request to the post office or the carrier. I would like to have my forwarded mail

I would appreciate your sending me confirmation, via email, that you r request, or that of an employee has been
submitted to the post office.

The organization may change th e address (but not the name) on mail to redirect it to such individuals; obliteration of any barcode on the piece prevents missorting on automated equipment. Hi Vernon,

I believe you must submit the change of address form. The YMCA cannot change an individual’s address. It needs to come from you as a signed document. The address of the YMCA is 401 Atkinson Drive Honolulu, HI 96814.

Hello. I was glad to read that you had notified the necessary people to have my mail sent to the General delivery address. What's confusing to me is I haven't received anything. The post office tells me the only reason could be my mail is not being forwarded. Maybe someone there misunderstood. The mail is not rerouted unless the YMCA forwards it to the address: Vernon Balmer Jr.

Thank you for your inquiry regarding the forwarding of your mail. Your previous residence was at the YMCA, 401 Atkinson Drive, Honolulu HI 96814. Unfortunately, we are unable fulfill your request.

According to Postal regulation, Change Of Address requests are not accepted for your situation:

4-5 No Change of Address Accepted
The Postal Service does NOT accept a PS Form 3575 request from the following:
1) Central Delivery Points (i.e., schools, hotels, business/apt. complexes, prisons) Management receives mail in bulk and is responsible for redirecting mail to former residents or employees.

2) Private mailbox services (i.e., commercial mail receiving agencies) Management of said establishments are responsible for redirecting mail to former tenants, employees, and clients per signed agreement terms. They are responsible for affixing postage when placing mail back into the mailstream. A PS Form 1583, Application for Delivery of Mail Through Agent, must also be on file at the Post Office.

Please see the bold, italicized and underlined words which refers to a delivery address, such as the YMCA. Please feel free to call your local Post Office, Downtown Station, with any questions at (808)532-1987. Thank you very much for your patience and understanding in this matter.

In regards to Postal processes, forwarding and "changing an address" are the same procedure. I apologize for the confusion. Possibly, the YMCA will forward your mail, upon a request that you submit to their organization. This request does not involve the Post Office. Our responsibility is to deliver all mail as addressed. If your mail has been re-labeled by the YMCA, stating the following:
